He goes into a lot of detail about people so you get a feel for what they are like...for instance the young girl and boy who were so violent and ready to turn their parents (which they did...their father) and the heavy woman out hanging clothes and always singing.
I think most of the characters just blend in to one another, and I think that is intentional. There is no individualism left. Winston and Julia become real as you follow their story, but the only person who feels real immediately is the woman singing and hanging laundry.
I like that you both brought up the woman hanging laundry because I didn't even think of her until you mentioned her again.
