Gossip. They have all heard things about him and in some cases 'know' things about him. This coupled with the fact that he is such a hermit and isn't that friendly with them makes them think he is a bad man.
I think Heidi is able to see people without labeling them before they deserve it. She is so enamored of his hut and everything in it that I think she immediately endears herself to him and so she sees a side of him others do not right from the beginning.
Misconceptions, rumours, and the way he acted towards people gave them the impression that not only was he a hermit who stayed away from people but that he must be a mean and angry man.
I fogot to add that Heidi has an optimistic outlook on life and didn't come to the Alm thinking her Grandfather was a bad man. He warmed up to her cheerfulness and kindness so quickly that he began right away doing wonderful things for her...like a special bed in the loft and a chair for her, etc.
Don't you just love the damage that can be done by preconceived notions about someone/something? Luckily Heidi was not aware of the rumors and gossip so she was able to form her own opinion of her grandfather. I think it was also partly because she was a child and they are thankfully less judgemental than the general public.
