Maldor
Maldor is a ruthless ruler. He proves to be quite cunning in his methods
for keeping control of Lyrian. How was his idea for Harthenham
strategic in this way? In what other ways do Maldor and his followers
(Copernum, for instance) make sure that no one would overrule him?

Maldor made Harthenham a place of beauty and a place for getting everything one wanted...food, etc. Maldor felt that once his "prisoners" became addicted to food, pleasure, protection they would become complacent and become puppets of the King.
To defeat others he would also kill, maim, destroy, lie, and try enticing words.
Harthenham is brilliantly evil.
You seem like you are doing something nice for your enemies. You are sending them to 'paradise' instead of killing them.
And in so doing they are out of your way and slowly killing themselves.
